If you figured out how to order covid tests using this link then you are doing better than me. While I found quite a lot of information, I could not find an order form for getting test kits.
Perhaps there's a link to a specific order page?

@eCitizen I think they must be rolling it out in batches by location. This link worked for me, so all I can say is just keep trying. Eventually it will work. Sorry!
