Every year on the night of Halloween, the town of Willow's End would grow darker than the surrounding villages. Trees would creak, the air would chill, and shadows seemed to dance just out of sight. But there was one home at the edge of town that remained brightβa house that belonged to an old woman named Eleanor.
After 15 Black leaders, including civil rights legend the Reverend F. L. Shuttlesworth, sued Birminghamβs Parks and Recreation board, a federal district judge ruled that Birminghamβs segregated facilities and parks were unconstitutional.
In response to the October 24 court ruling, Birminghamβs mayor, Art Hanes, and the cityβs police commissioner, Eugene βBullβ Connor, immediately announced the plan to close all city parks.
