It's a C-130 lawn ornament, with broken landing gear.
Pretty sure that's the parts plane the ANA's contractors were using to repair the other three ANA C-130's, before those contractors left. Leaving the ANA with three grounded C-130's and a cannibalized parts hulk.
Those planes were delivered early in the Obama/Biden administration. They never did have enough fully trained Afghan crews for all three of them.
