I, it seems here, do not follow many, but I seem to remember following more than what I currently have as my to follow list.
So, either I purged and completely forgot, had some block me (that's fine, use those tools), or there was a cleansing at the macro level of accounts that were dead and/or up to no good.
The world may never know.
(I probably purged and forgot).

Also note, users are able to remove followers from their account as well.
