Well...fuck. Putin just signed this an hour or so ago. He's trying to say if anyone even so much as attempts to defend themselves against Russia (including Ukraine) in the way Ukraine has been, that they have "the right" to go nuclear. Those ATAKMS, or drones, or even Ukraine simply continuing to occupy the places they've fought for.

Someone needs to eject this man into a black hole.
