OK I need a car person's help.

My neighbors are having a dispute. One says the other neighbor was driving over 50 mph on our road, the wife of the driver says there's no way he could be driving that fast in 360 feet from a stop.

Opines? What do you think the top speed would be? Also, the guy left a 20' skid mark when he slammed on the brakes to not hit my other neighbor.

@TrueBloodNet Skid length to speed equations are routinely used by police at accident sites. An internet search will produce plenty of such calculators. This one, goodcalculators.com/skid-speed, shows a 20' skid on dry level asphalt is made at just under 19 MPH. As for the speed, that's less scientific. 50 MPH is 73.42 ft/sec. He'd have to cover 360 ft in 4.9 seconds. The fastest human 100 meter dash (328.084 ft) is 9.58 seconds. Yeah, I'd say it's possible.
