That's not actually a threat. He's dancing on a thin line, but he hasn't gotten onto the wrong side of it yet.

"SOMEONE should cut Joe Blow's head off" may be promoting violence, but it's not a threat.

No, there wouldn't. This isn't a threat. There's nothing to converse about.
In fact, all he actually did was make the observation that no one's been shooting at Biden or Harris. He didn't lament that, much less call for anyone to do it, MUCH less propose to do it himself.
And only the THIRD thing merits a "conversation".
Look, "making people mad" isn't a criminal act, no matter WHO you make mad.
