The individual public libraries can retain their affiliation, so I hope this won't have a huge impact. But still, too many politicians inserting themselves between people and books instead of, you know, helping people.

But if you go to the University of Alabama science library, for instance, looking for important and widely cited papers in European journals, good luck finding them. They had this annoying habit of subscribing for 2 years, dropping a journal for 6 years subscribing for 3 years, dropping it again etc. For a while when I was in Tuscaloosa the library chief was the Louis DeJoy of libraries.
