Rainy morning. Not sure if I can run (depends on ground conditions), but I can go for a walk in the rain, at least.

In my park, yes. There's 24/7 security presence. And the first vendors of the day are usually setting up on the street I walk to get there. If I'm up super early and no one's out, I walk that stretch in the highway instead.
