‘ The commander can and must refuse it. It’s still illegal for the commander even if the president is immune from prosecution for it. But, the commander doesn’t have to because that person can be pardoned if they go ahead. Or, they can be replaced with someone who will do it. This will wreak havoc with the good order and discipline in every unit across the globe.’
