It isn't just a few bad apples in Phoenix. #Phoenix police are trained that "deescalation" means overwhelming and immediate force, whether or not it's necessary.
To the point that in training videos that using a 40mm impact round on a person with a baby in a crib wasn't dangerous, and they should have acted sooner. and would punish officers who didn't use their weapons by removing them
