@Kinnison He's not a coward. He's evil, and choosing evil on purpose. He's doing that despite knowing the harm, and knowing that it will cause millions of people to hate him.
He isn't facing a moral quandary where he knows the right thing to do, but is afraid to do it.
He's doing what he wants to, and he's doing it on purpose.
