it might have to do with Russia planning to launch a satellite with a nuclear reactor... which has happened before, and Russia even had one do an uncontrolled entry into the remote frozen areas of Canada.
Which again, shows Rep Mike Turner went into a panic based on him not knowing anything and the fact nuclear reactors have been used before to power satellites
