@KamloopsBob it's very important, particularly in the year or two before an election, for the CPC to create the illusion that every single decision by the Liberals is a bad one, even if it's one the CPC would actually make if they were in charge. Nothing more than a textbook bullshit election tactic. (P.S. they would not actually make this move in reality because it involves increasing taxes for wealthier Canadians, the CPC is more interested in cutting essential services.)
