Not only is enforcement spotty, but the line isn't clear. When parties and candidates stand for specific policies, what's the difference?

@BrentSullivan True ... unfortunately it's a hard line to draw. Issues that non-profits lobby on are wide-ranging.

E.g. would a charity campaigning city officials to allow homeless encampments become "political"?
