The mnemonic you are referring to is used when the letters ‘ie’ occur together in the same syllable.

“I before E, except after C or when sounding like A, as in neighbor and weigh. And weird is just weird.

It works most of the time for elementary and middle school level vocabulary. There are some additional exceptions which can be learned as sight words and memorized.
