The lesson of the declining air quality across the northern U.S. is that, ultimately, national boundaries mean NOTHING. The Earth does not care what meaningless lines we draw with our sticks in the dirt.

If we want to improve our air quality in the U.S., we need to help Canadians prevent and fight forest fires. We can't pretend that what happens north of the border isn't relevant to us south of it.
