There's literally no reason this has to be true. It's designed to fail. The reality is, too much of our voting infrastructure has been politicized and restricted in a way that makes it intentionally designed to do things like this. Not because it has to, but because there are certain groups of people who benefit from those failures. There's a reason we rank as a "flawed democracy" on the International Democracy Index. 1/2
