UN calls torture part of Russian state policy
UN Special Rapporteur on Torture Alice Jill Edwards:
"Torture used by the Russian military against Ukrainian civilians and prisoners of war has reached such a level that it can be called a systemic, state-approved policy.
This is not random, anomalous behavior. It is organized as part of a state policy to intimidate, instill fear or punish in order to obtain information and confessions."
