@Helveticus not just states but also in countries like UK, we can't choose this option if we have no others. If I left an animal dying in pain, I'd be called cruel. Why is it not cruel to leave a human being who is not only able to consent but also understands and anticipates the suffering? I agree that it should be a last resort option for all.
