3. then: PRESSURE congress to MAKE FEDERAL LAW to protect all our rights. WOMEN'S rights. LGBTQ rights. BLACK PEOPLE's rights. VOTING rights.
4. get POTUS to expand SCOTUS. if the senate is blue enough, his nominees will all get confirmed.

if DC and puerto rico were states, we would have 4 more senators immediately.
