The trouble is that for a fraction of humanity, including the sociopaths and narcissists, good will toward other people isn't something that comes naturally. They have to pretend to show it, and they hate doing that; among themselves, they ridicule treating people with respect as fake and dishonest.

Put such a person in a position of power, and the pretense of good will disappears like noonday dew. Everything becomes about threats and bribes, because those are the connections they understand.
