We shouldn't equate Mueller's special counsel role, to that of Jack Smith's. Mueller was given a VERY specific remit and his hands were tied to a greater extent.
DoJ might release the guidelines or they might not, but either way, if you know Jack Smith, and if you listened or read the actual wording of the appointment decision, then I think you'll find it's markedly different.
