@justawolf My car was designed to move at a rate of speed consistent with traffic laws. I have to have a license, get my license renewed, go through testing in order to obtain it, and certain disabilities would bar me from using it legally. All of this because there is a risk of causing injury or death to someone, accidental or otherwise.
