@POOetryma I actually think it doesn't matter to Jabba the Huckster; he knows he will lose but believes he can game the system to "win." He's already shown his fealty to Putin et al who seem to be role models for bullying others into submission. That's the draw for this sociopath. He wants to do the US what he did to E. Jean Carroll. He needs neither votes, or permission.
