As I understand it, the VAT in the EU bloc varies by country, and it's a flat rate, but countries can choose to charge a reduced rate for certain special goods that they specifically list (eg. feminine hygiene products, etc.). Don't think instruments qualify for a reduced rate anywhere, but they may 🤷♂️
