Down by seven, it's 4th down near the goal line for Cleveland, clock running, about a minute left in regulation.

Why doesn't Tampa take a timeout there?

If Cleveland doesn't score, the #Bucs take over on downs...it's a 'wasted' timeout, but who cares?

If Cleveland *does* score, Tampa saves about 30 seconds to work with to try to get into field goal position.

So Cleveland scores, it's a tie game, and the #Bucs get possession following the kickoff.

After a short pass on 1st down, the clock continues to run and Tampa doesn't use any of their *three* remaining timeouts. I do not understand.
