The Senate has passed a bill. The House could pass it right now โย but they won't, because ~20 Republicans (including Matt Gaetz and Marjorie Taylor Greene, et. al.) are saying, if the House passes the bill, they will remove Kevin McCarthy from the Speaker of the House.

Government shutdowns have done serious damage to the US economy and credit rating in the past.
US Congress knows this and continues to play this "political game". Analysts say the law, which allows government shutdowns if budget negotiations fail with no continuing resolution, serves no actual purpose whatsoever. What the law does is provide partisan politics a blackmail ability to threaten a shutdown if one side does not get what they want.
It's a political game in which everyone loses.

We need a new law, I'll call it the 'Alternative income exclusion" law.
This new law, will BAN all federally elected politicians, or first and second tier appointed cabinet members and federally appointed judges, from ANY outside secondary income sources of ANY kind, with the ONLY exception being investments made BEFORE holding office, and they are not permitted to trade or invest during their ENTIRE term in office.
