@Coctaanatis I mean, the ruthless part of me has an idea.
Step 1: Genetically engineer rats to maximize cross-species aggression & minimize fear responses. The receptor & neurotransmitter systems involved are sufficiently well understood to do so - shouldn't be too hard.
Step 2: Create a s***load of them. Neuter them to protect natural ecosystems.
Step 3: Gain access to Hamas's tunnel network.
Step 4: Flood Hamas's tunnels with hyper-aggressive murder rats.
Step 5: ?????
Step 6: Profit.
