The cards are given to friends and families of cops. Giving tickets to people with a card is a career ender.

@Coctaanatis I still have a card like that from NY on the wall in the garage. It's not a "brass pass" Duck, even a badge isn't that anymore. I didn't read the article but people with said cards or badges get duckets every day, and the authors of the tickets are in NO trouble for said enforcement.
