... they need to make a plan to register (get documents together), vote early (days & hours vary a great deal from locality to locality) or vote by mail (proof of ID to set it up, time to return by mail.)
We focus so much on November elections, & busy people may lack bandwidth for the whole "what do I need to do to vote" rigamarole in spring, too, even if they care about the issues that election will effect.
