Sounds like they expect the government to fix their problems. Emphasis, it sounds like its a their problem.
My interpretation of what I saw is a bit different, they were upset with status quo and wanted relief and the change offered from somone whom they relate to and trust, based on what they know. Sadly that is 
i know what you mean about being shocked. I needed to process that emotion by going deep into data. My shock began while working at the polls.
