MI5, CIA, Israelis, Russians and Germans all had similar programs. In the US they had a CIA/Defense Intelligence Agency program that was aimed, not at americans but at Russian Intelligence. It went by different names but today its known as Remote Viewing. The Chief Astrophysists Scientists were Dean Radin & Russell Targ, who developed protocols for this and between them they have written several books about it after the program was declassified.
