my cousin who lives in brooklyn lives in a building where the parking is behind the building and the entrance to the parking area is a narrow driveway. my cousin is a head nurse at the local city hospital that is always on call for serious cases (fires, boating accidents, etc.). She has the tow truck company on speed dial. She has a ring camera pointed to the parking driveway entrance and when anyone parks, she waits, says nothing and has their car towed. It costs $500 to get there car back.😁

I hope she keeps up with the residents and their cars. Although, I suppose a resident would come into the building, a nonresident would walk on by.
Or do they have stickers in the windows of some sort?
there are parking stickers on the cars and everybody there is a longtime resident so they know each other.

Living in a 122 unit apt building, we have only 20 parking spaces. Although private parking signs are very apparent, tourists and others park in our designated lot.
We have no compunction about towing their cars @ $270 per.
