1. Biden's $200M are not transferable to any other candidate per FEC rules.
2. The current 200+ offices and 10,000 staff are not transferable to new candidates.
3. A new candidate will have to hire their own: multimedia advertising team; national, regional, and state campaign directors; & lots more personnel @ DNC, DNCC, ETC
There are 7 states who will not allow a new person on their ballot without a primary.
