I just checked what happens in Wisconsin with the latest GOP resignation. He chose April 19th as the effective date of his resignation because:
1. Its after the Wisconsin Primary
2. State Legislation would prevent the Democratic Gov from appointing a temporary replacement.

In doing so he sticks it to Johnson and he blocks Gov. Evers.
