Practically, that means they don't bring a case unless crimes were committed and they have evidence and defendant won't plea. But also practically, most prosecutors want a winning track record, bc it makes future defendants more likely to plea and it helps the prosecutor build a reputation politically. Durham cared about none of those things -- he only wanted to give Republicans talking points.
