Yes, precisely. He's never in his entire life faced a problem he couldn't make go away by yelling at it, threatening it, paying it, or suing it. He can't do that now.
He just TRIED to threaten people with the military, and the entire military leadership, up to and including Esper, is saying, "Nuh uh" without coming out and saying, "Give us an unlawful order, find out what happens."
We've been down this road before. He was claiming he could order the military to kill the FAMILY of some hypothetical terrorist and a general IMMEDIATELY corrected him and said not so much, no.

I simply refuse to entertain the possibility that they have magical powers, can alter reality, defy the laws of physics, or do things which would require vast conspiracies operating in perfect harmony and silence.
