Pretty sure the reason so many R's voted to oust Santos is that he committed the worst sin. He stole from WITHIN their ranks. He did it to the people who were right there to boot his sorry a$$ out the door. Had he not gone that far, he probably would still be in office.

Not really. He was a concern, but not enough to risk their hold on the House. It was quite literally taking from other in on the game, his own "team", the people he NEEDED (and who needed him) to make the whole scheme work that was going to far.
He could have been stealing from all his other donors, making sure it was just the basic rubes buying into the GQP nonsense, and would have been just fine.
