@Zevon Hopefully the owners will be able to get to their businesses to open them. I don't think it's a lack of compassion. It's just all roads are blocked and many employees are dealing with their own emergencies.

Lots of those businesses are on ground level and from the looks of it many were submerged.

They might actually appreciate if people broke in and took what they needed, maybe leave a list if they want to be honest and pay later, but I'm going to bet that losses due to flooding aren't covered by insurance, but losses due to looting are.
