Ik volunteers don't get paid and all that jazz the fact is they top tier perks will likely never be given since the volunteers are unlikely to reach they numbers asked - apparently anyway according to that article

It's different than a pyramid scheme, in that part of the plan is for the campaign to "mobilize" each voter at least three times.

I'm going to guess that means at least three volunteers checking the little box on the canvassing form that they actually talked to a voter, rather than not having the door answered.

Some poor schmuck who is willing to answer is door every time might get "mobilized" a dozen times, and all the volunteers would have it count.

It sounds like the numbers needed to get top tier perks are unreachable = the PAC is scamming the volunteers by making them think they can reach they numbers << kinda similar to pyramid schemes
