Sounds to me like he doesn't have faith in the project, otherwise he'd volunteer himself.
I'm thinking, if enough people point this out, he'll either have to undergo the procedure himself or the project would tank as it became obvious the guy in charge a) didn't think it was safe, and b) viewed other people as disposable while keeping himself away from his own unsafe project
