I just went through my mutes and after reviewing them, converted all but two to blocks. Because they are toxic #rageturbators whose content is harmful to the mental health of our community. Muting isn't enough. They need a stronger message or we need to block them into oblivion.

Nothing these people are doing is in violation of ToS so there's nothing to report. But you can definitely be within the confines of the rules and still be toxic to the community.
