^ Ok, here is the answer. It's really a nit to pick:

This chord is and F-sharp dominant 7th chord (which is a major triad plus minor 7th above root) with an added flat 9.

So the pitches of that chord are:

F# A# C# E G

The next part (/Db) means all of that "over D-flat", so a D-flat is in the bass.

The thing is, this is a chord built on a sharp key and root, so even though it sounds the same, you should need consistent and spell that pitch as C# in this situation.

Take the main part of this, which is an F# Major triad. That's spelled F# A# C#. You would never spell that 5th as D-flat, even though it's enharmonically the same pitch.
