It a corporate way of saving cash when you are layed off or fired. IF you had a set amount of vacation per a time period, but never took the time off. They owe you that time or $$$ upon separation.
With the laws in most, if not all states. UNLIMITED is uncountable. So upon separation a company owes you nothing in that regard.

If you read a typical employment agreement with any company. It alwasy stipulates that said employment may be terminated for any reason and need not be justified or a reason given, it is agreed as an at will between the employer and employee when you sign. So yeah, you could be severed on a whim to save a few lousy bucks in payroll and health insureance benies.
