In the US, although Congress is not always in session, Congress always exists as a body and performs various functions. Even when elections replace the whole body of the House of Representatives, the previous House continues to exist until the new one is sworn in.

It's not like that in the UK. Parliament is sometimes in session, sometimes not; but for a period of more than a month prior to a General Election, Parliament does not exist at all.

The government and its ministers still function as officers of the Crown, but *not* as MPs. Parliamentary functions cease, services stop, any legislation that hasn't been acted on dies, and no new laws can be passed.

For over a month, the people of the UK have zero representation, while the government carries on until the election.
