if somebody has a Ph.D., to dress a the person will be Dr. or Ph.D.?
I know... I know, I can google it but I need a human

@ketchup9080 You are correct - in a formal setting. Some of us only use the honorific in a formal setting. For an example, Dr. Biden, is addressed as that since her station in life has a significant amount of formal settings. I am retired and no longer teaching, therefore I never get addressed as Dr.
