There is a fun website text game at nationstates.net that allows you to create your own nation, with issues you need to address and make decisions for occuring daily.

I think every highschool social studies teacher should have their students spend 5 minutes a day playing the game, with the goal of having a happy, healthy nation by the end of their semesters for a grade that is actually required for the class, just like an exam.
