@kamalvmst education and lack resources. as a government worker, i'm aware of what the FPL is at any given time and i've seen people try to get out of poverty using assistance, then falling back into it because they didn't have a support network to make the jump into self-sufficiency. education is lacking in our nation as a whole, with many people not being taught how to manage their finances because the previous generation was also poor and didn't know how to manage them.
