The Russian culture has been fostering evil for centuries. My family history was re-directed because of the cultural attitude of Russian authorities. They are OK with atrocities.

But I am going out on a limb and saying that if there is a culture that is incompatible with justice and progress its influence should be minimized.
There is no compromise.
This isn't racism. But it is "culturalism" - if there is such a word.
